The Consul-General for the United States has

enquired of me whether rubber from the Dutch East Indies and the

Philippines and such neutral countries consigned to the United

States will be interfered with in transit through Hongkong (1)

if it is transhipped here and (2) if it is passing through here without transhipment. The reply given has been non-committal.

Should the ruber be allowed to pass under these

conditions ↑ And if so, may the U.S.A.Consul-General be assured

that no change will be made in this policy without dus notice

and that shipments will be allowed to pass if they were made be-

-fore such notice ↑

It is anticipated that the rubber will

go by other routes if this permission is refused.
